The regulatory landscape includes numerous agreements and measures to support economic actors in their energy and environmental transition. They are all focused on reducing GHG emissions, encouraging renewable energies (RE) and reducing energy consumption.

Global agreements
The Paris Agreement adopted in 2015 at the Paris Climate Conference (COP21) is the flagship of global cooperation towards addressing climate change. It brings together 190 signatory countries, including the European Union.
- Among others, the countries have committed to limiting the rise in global temperatures so as not to reach the fateful figure of 2°C.
The agreement also implies the reduction of their carbon impact based on reliable data.
In developed countries such as France, this implies numerous measures on the territory by involving non-state actors (cities, regions, local authorities) in the fight against climate change.

European regulations

Obligations of the Tertiary Decree
The Tertiary Decree concerns tertiary activity buildings greater than or equal to 1,000m2.
The objective is to reduce the energy consumption of tertiary sector buildings according to a precise schedule:
- -40% in 2030
- -30% in 2040
- -60% in 2050
The owners, lessees and tenants concerned must make an annual declaration to ADEME, using the OPERAT platform. This transparency exercise obliges many organizations to comply through an action plan.

Obligations of the BACS Decree
The BACS (Building automation & control system) decree stipulates that owners of commercial buildings must install building automation and control systems.
Intended to facilitate the energy management of buildings, these installations must meet many challenges, including :
